Washington—The National Bioethics Advisory Commission has recommended to President Clinton that research into embryonic stem cells be approved for federal funding. However, the commission recommends that, at present, cells used for this research be limited to two sources: tissues obtained from elective abortions and embryos remaining after infertility treatments.

It recommends not funding research using human embryonic cells developed solely for research purposes and cells from embryos made by transferring the nucleus of an adult somatic cell into an enucleated human egg. The report also recommends bans against the sale or purchase of embryonic and cadaveric fetal tissues.
