The Department of Health and Human Services (DHHS) recently awarded $846 million in grants, split among all 50 states and four territories, to help poor and uninsured HIV/AIDS patients receive care. As part of the Ryan White CARE Act, DHHS has been awarding these need-based grants since 1991.

Most of the money, $571 million, will buy medications through state-run AIDS Drug Assistance Programs (ADAP). In fiscal year 2000, 125 800 people received help through ADAP. The cost of the program has swelled in recent years; in 1996, just $56 million was allotted for drug purchases. Called Title II grants, the awards are based on calculations of the number of HIV-infected individuals living in each state. New York received the largest grant, $146 million.
