To the Editor: Dr McCormick and colleagues¹ report that health maintenance organizations (HMOs) that had low Health Plan Employer Data and Information Set (HEDIS) scores were more likely to stop disclosing their quality data. They state that most plans are not publicly reporting information regarding treatment outcomes and decisions, when in fact the overwhelming majority of them do. The authors' conclusion is based only on data from 1997 to 1999. I am puzzled that they did not include the most recent data, given that the latest information from 2001 shows that health plans representing 95% of managed care enrollees now publicly disclose their HEDIS scores.²

The authors do not mention the fact that health plans are currently the only sector within the health care system that publicly reports extensive data that allow the public to evaluate the care their enrollees receive. Neither physicians nor hospitals report such data.
