Health Care Delivery in the Texas Prison System

To the Editor: In reading the article by Drs Raimer and Stobo,1 I was disappointed that it did not address any of the ethical issues faced by prison health care personnel. This was particularly striking since the University of Texas Medical Branch at Galveston has recently received funding from the Greenwall Foundation’s 2003 Bioethics Grant Program for a project entitled "Prisoners as Patients: Ethics Education for Prison Health Professionals."2 As these issues are an integral aspect of delivering health care in any prison system, it would have been valuable to know what role, if any, they played in the revision of the Texas prison health care system and what ethical challenges remain.
