Department of Health and Human Services Secretary Michael Leavitt and the Food and Drug Administration (FDA) broke their promise to decide by September 1 on whether to approve over-the-counter sales of the emergency contraceptive called Plan B by its manufacturer, Barr Laboratories Inc, charged Senators Hillary Rodham Clinton (D, NY) and Patty Murray (D, Wash).
