Health insurance is once again near the top of the national policy agenda. Not since the Clinton health plan crashed and burned has there been as much interest in large-scale health policy change. The same issue has periodically bubbled to the surface many times over the past century. Every presidential administration has considered some type of reform to the health insurance system. But today, the interest in new policies on health insurance seems particularly strong. Led by Massachusetts, states have been active in developing and implementing bold new polices to expand insurance availability and coverage. Physicians generally are in favor of reform, big business now believes that reform is in their best interest, and unlikely coalitions are uniting around the issue. Presidential candidates and members of Congress are developing large-scale proposals. The question remains, is this time around going to be different?
