In his final State of the Union address, President George W. Bush indicated that his position on health care funding has remained largely unchanged during his 2 terms in office. Bush said he wanted to expand consumer choice in health insurance to make health care more affordable and accessible, without expanding government funding. To do so, he proposed ending bias in the tax code against those who do not have employer-based health insurance, expanding health savings accounts, creating association health plans for small businesses, and promoting efforts to confront "junk medical lawsuits."
The president also adhered to his opposition of research on embryonic stem cells, and called on Congress to pass legislation banning "unethical practices" such as the buying, selling, patenting, or cloning of human life.
