A bill introduced May 7 in the Senate would award states and nonprofit organizations about $39 billion in grants from the Environmental Protection Agency (EPA) over a 5-year period to support water quality projects and programs.

States could use grant money designated in the bill, the Water Infrastructure Financing Act (S 1005 [http://thomas.loc.gov]), to provide low-interest loans to communities to build or improve wastewater treatment and drinking water facilities. Specifically, the bill allocates $20 billion for clean water programs and $15 billion for safe drinking water programs. In 2009, the combined appropriation for these programs was about $1.5 billion.
