AMA Adopts Policies Regarding Medical Education

Compliance With Resident Work-Hour Requirements asks the Accreditation Council for Graduate Medical Education (ACGME) to report annually on violations of residency work-hour requirements. The resolution also asks the AMA to study the impact of prolonged work hours, including time spent moonlighting, on resident performance, and overall well-being.

Enforcement of ACGME Requirements asks the AMA Board of Trustees to study alternative mechanisms for enforcing ACGME requirements at residency training institutions. The HOD recognized that a resident may be reluctant to report accreditation violations. The current penalties for accreditation violations, withdrawing accreditation, or placing a program on probation, may also punish the resident by delaying the completion of training or by downgrading the residency program.

Impact of NLRB Ruling in the Boston Medical Center Case asks the AMA to prepare a report on the implications and potential impact of the recent decision by the NLRB to recognize resident and fellow physicians as employees for the purpose of collective bargaining. The report will look at a broad range of issues, including the possible effect on education, graduate medical education funding, resident finances, and the formation of resident house staff organizations.

Student Loan Deferment asks the AMA to lobby Congress before the next federal budget approval for residents to defer medical student loans for the duration of their initial residency program.

Facilitating Entry Into Practice asks the AMA to take the following steps to make the transition from residency into practice more efficient for physicians: (1) encourage program directors to document a resident's satisfactory progress to a potential employer or credentialing agency; (2) encourage board certification organizations to expedite reporting of examination results; (3) work to establish mechanisms for provisional credentialing of physicians completing residency; and (4) advocate for a system that distinguishes between physicians who are in the board certification process and those who are not.

Compliance With National Resident Matching Program (NRMP) Requirements by Residency Program Directors asks the AMA to distribute materials to medical students that explain NRMP policies and procedures and the process for reporting violations of these. The AMA will work with residency program directors to reduce violations and will submit a report to the HOD regarding progress towards reducing the number of violations. The NRMP is the primary system medical students and international medical graduates use for placement in residency programs.

Medical Schools and Colleges Not Accredited by the Liaison Committee on Medical Education or the American Osteopathic Association asks the AMA to work with the Association of American Medical Colleges and other organizations to educate premedical students and advisors in US colleges about the difficulties students may face if they graduate from a medical school not accredited by either of these bodies.
