Debate Continues On Sections Of Drug Abuse Control Bill
Senator Thomas Dodd (D, Conn) said his Senate Juvenile Delinquency Subcommittee will hold hearings on a "serious basic conflict" of views on criminal penalties for possession of marijuana.
He made the statement after a witness, Dana L. Farnsworth, MD, director of Harvard University's Health Service, said that as many as 30% of students at large metropolitan universities have smoked marijuana at least once. Dr. Farnsworth called for less severe penalties against first offenders. "These persons who use these drugs for the first time without full realization of the possible consequences should not have their careers ruined," he said.
Earlier, federal narcotics commissioner Henry Giardane told the subcommittee that "you have to have a possession penalty or you're not going to control the traffic. Enforcement is not aimed at the occasional young user, but the seller."
