Foreign Medical Graduates

To the Editor.—

I am grateful to Dr. Madhavan and Dr. Flynn for their thoughtful consideration of my editorial about foreign medical graduates. Dr. Madhavan nicely makes the point that all physicians, including foreign medical graduates, are not alike. However, he overlooks the paragraph in my editorial quoting Weiss about unlicensed foreign medical graduates who are nevertheless working in hospitals, often functioning independently and in unsupervised settings. Dr. Flynn's comments properly should have been directed to the commission sponsored by the Association of American Medical Colleges. Perhaps a copy of his published letter would be useful to that Association.

I have difficulty reconciling certain parts of Dr. Flynn's statements. A surgical resident is unceasingly busy; when he enters practice, he "suddenly finds himself sitting in his brand-new but empty private office for weeks or perhaps even months before his workday is even more than half-filled."
