In 1900 as the 19th century ended, at what was known as the General Meeting of the American Medical Association in Atlantic City, NJ, the following two resolutions were presented without preamble:

Resolved, That a committee be appointed by the Association on the organization of the profession throughout the United States to cooperate with the Committee on National Legislation; this committee to consist of one member from each state and territory represented in the Association.

Resolved, That a committee of three be appointed by the President to prepare plans in detail for such committee on organization; to enter into correspondence with officers of the various state societies, and to take such action in the premises as it may think advisable, and that the Trustees be requested to appropriate a sum not exceeding $150 for the necessary expenses of the committee.
