To the Editor.—

I am an Americanborn, senior medical student from La Universidad Autonoma de Guadalajara. This letter addresses current policies concerning US foreign medical graduates (USFMGs). It appears to me that basic rights are being violated.

At present, many hospitals are staffed by foreign-born foreign medical graduates (FBFMGs). Every year more FBFMGs enter the US medical establishment. No special allowances are made for US citizens enrolled in foreign medical schools. These persons are discriminated against in terms of examinations, clerkships, and final licensure.

Let me cite a few examples of present trends. In 1978 the Kennedy Bill was designed to aid USFMGs. This bill required US medical schools to accept a certain number of transfers from foreign schools each year. The bill was to run for three years but was cut to one.
