LET ME begin by commending Senator Orrin Hatch (R-Utah), the sponsor of S. 1804. This distinguished senator's diligent work on this and other legislation is deserving of the highest plaudits. We owe him our deepest thanks and appreciation.
I appreciate the opportunity to testify on the issue of health care liability. As a physician, former state legislator, governor, and now Secretary of Health and Human Services, this issue has been of continuing concern to me, and it should be of great concern to every American.
We know that malpractice has meant increased liability costs to health care providers. We know that these escalating costs cause insurance companies to increase premiums, and sometimes withdraw liability insurance. We know that physicians believe they are increasingly and unfairly at risk of being sued. And, at the same time, we know that it is the right of every person to gain redress if they
