To the Editor.
—I found Dr Moore's article1 very interesting; however, I do have some comments. I agree that providing primary care to all (insured and uninsured) is cost-saving in the long run. Yet his suggested methods of funding leave me to doubt if what he proposes is likely to be successful. First, after 25 years of public inculcation that we all deserve the best and finest quality care (guaranteed in some way by the government), I doubt that the general populace, or those "activists" who claim to speak for them, will accept a "plain vanilla" package of medical care. In view of the fact that others will have access to more elaborate care if they choose to pay for it, it is likely that the demand for parity in quality of care will be voiced. The result of this will be political pressure to upgrade the basic service
