What now for health care system reform? For a look at how and where health care systems are changing regardless of progress in the national debate, we go to the community. We should be doing all we can to accelerate the change that is already under way in many communities: the formation of new partnerships among hospitals, physicians, and others, partnerships that are perhaps bringing more positive change in the way health care is delivered and costs are contained than any national mandate could.

Certainly we need action at the national level to achieve coverage for all Americans. But hospitals, health systems, and physicians across the country recognize that although Congress is unlikely to act any time soon, the problems that pushed health care to the top of the national agenda—such as the tens of millions of uninsured Americans and the fear of losing coverage—are still very much with us. . . .
