—That the editors would publish the Editorial entitled "Babies Are Coming, Don't Cap Medicaid," by Dr Swartz,¹ is testament to how far the United States has come to be a welfare state. Does THE JOURNAL, by printing this Editorial, condone the fact that 39% of all births in this country are paid for by the government?
